It is part of the main fuel tank evaporation system, and allows evaporated fuel to condense back into a liquid and drain back into the tank to keep your little engine buzzing down the road just a little bit longer. The original tanks were quite robust and relatively failure-proof, but thirty-plus years of service life will leave some tanks brittle and prone to cracking, especially at the lower nipples where the fuel line attaches.
